attempt exiting conversation with the mayor right before he is concluded conversing "just walk absent" ...and RUN to the door then disguise from him in the town. this is what i did when I could not enter diamond city.The only other probability I see is the Diamond Metropolis Growth mod as it's the sole one that variations the DC natural environment
